Flashing green led of the tuner.

My box has a flashing led on the tuner (D9). tuner is i think bcm45 something i can not read more. Do not start. When i unplug te tuner the box startup untill in the display ssl84J appears. After that the box restart repetedly.
I measurement with ohm on the suply connector GND to 5.0V = 800Kohm GND to 3.3V = 86ohm GND to 2.5V = from 2Mohm down to 45Kohm GND to 1.8V = 29ohm GND to 1.2V = 361ohm
I think the fault is in the 5.0V and the 3.3V. but how i know witch part or parts are boken ?

5v is fine, your issue is related to the 3.3v circuit. Probably you need to replace the U1101. See this drawing for more information.
